The CPCB (Central Pollution Control Board), under the Ministry of Environment, Forest, and Climate Change, Government of India, grants EPR for plastic waste, EPR for Importers, and EPR for e-waste generated by Indian manufactured or imported products. EPR, or Extended Producer Responsibility, mandates that all manufacturers of electronic or electrical equipment, plastic packaging, or batteries recycle or dismantle the waste they generate, ensuring it is treated in an ecologically responsible manner.
In accordance with the Environment (Protection) Act of 1986, the Central Government introduced the E-Waste (Management) Rules, 2022, replacing the 2016 rules. These regulations, effective from April 1st, 2023, apply to every manufacturer, producer, refurbisher, dismantler, and recycler handling electrical or electronic equipment listed in Schedule I, including components necessary for maintaining the equipment.
The Plastic Waste Management Rules, 2022, replace the 2016 amendment rules. Effective from July 1, 2022, these regulations apply to producers, importers, and brand owners (PIBO) of plastic packaging, including supermarkets, retail chains, and online marketplaces. EPR registration for plastic waste ensures that these entities manage the plastic waste they generate in an eco-friendly manner.
The Battery Waste Management Rules, 2022 (BWM Rules, 2022), issued on August 22, 2022, apply to all types of batteries regardless of chemistry, form, volume, weight, material composition, or use. Producers bound by these regulations include those manufacturing and marketing batteries, selling batteries made by others under their own brand, and importing batteries and battery-powered equipment.
Manufacturers must develop an EPR plan outlining how they will collect and recycle their products at the end of their lifecycle. The plan should detail the types and quantities of waste, the methods used, and the timelines for achieving these goals.
The application for EPR registration must be completed on the CPCB website, based on the location of the manufacturing plant.
Producers must attach all necessary documents with the EPR registration application form, including company details, authorized person details, and other relevant documents.
Submit the completed EPR application form and supporting documents to the CPCB, according to the location of the manufacturing plant.
The CPCB will review the application and may request additional information. Upon approval, the EPR certificate will be issued. The EPR certificate for e-waste must be renewed regularly as per CPCB guidelines.
Holders of EPR for e-waste, EPR for plastic waste, and EPR for battery waste benefit in several ways:
EPR certification showcases a company’s commitment to sustainable practices, enhancing brand reputation and customer trust.
Meeting EPR regulations demonstrates a company’s responsibility for the waste their products generate, ensuring adherence to legal requirements.
Implementing eco-friendly waste management can reduce disposal costs and improve efficiency, ultimately saving money.
Companies with EPR certificates may operate in regions valuing sustainable practices, expanding their market reach.
Sustainable waste management reduces supply chain disruptions, making it more reliable and efficient.
