Types of WPC certification/approval:

There are three types of Wireless Planning and Coordination certifications (WPC certifications), and they are as follows:

1. Non-Network Licence :

Non-network service providers, such as cable TV distributors and manufacturers of wireless devices, are granted this license.The WPC will only grant you a non-network license if you are an incorporated company entity with the right personnel for your tools or business. The following three types are available:
  • Import Licence- For the export of wireless products to India, an import license is given. This license entitles the holder to market and sells wireless products within Indian Territory.
  • Dealer Possession License - The Wireless Product Council (WPC) issues a Dealer Possession Licence to a person or organization that sells and distributes wireless devices.
  • A person or organization - that does not deal in wireless devices and does not already have a license from WPC is given a non-Dealer Possession Licence.

2. Network Licence -

An organization that wants to use the nation's constrained radio frequency capacity to offer communication services, such as mobile networks, cable, and DTH, must get a network license.
  • Internet Service Provider Licence (ISP) -Any organization that wants to offer Internet services must obtain an Internet Service Provider Licence (ISP) from the Telecommunication Department (DoT).
  • Experimental Licence - Any organization or individual wishing to perform tests or research on wireless devices must first get an experimental license from the WPC Department.

3. Approval of the equipment type & WPC ETA Certificate -

Before importing anything from outside, it is essential to continually question ourselves. What regulations must my product follow? For wireless items that meet the requirements listed below, a WPC ETA certificate may be obtained through self-declaration:
  • Product exempt from the DGFT's EXIM Policy's import licensing requirements.
  • Working a delicensed frequency range.
As an example, consider the following: mobile phones, smartphones, electronic notepads, laptops, smartwatches, SRDs, and their related accessories, such as microphones, headphones, speakers, earphones, printers, scanners, mice, keyboards, TVs, and cameras. For products that don't fit into the aforementioned category, such as drones and specialty cameras, a WPC ETA certificate can be requested online through the regular process from the relevant RLOs.
