What is Legal Metrology?

Metrology is the scientific study of measurement. Legal metrology aids in setting rules for the regulation of measures and measuring devices, protecting the public, the environment, customers, and merchants—all of which are crucial for fair commerce. According to the Legal Metrology Act of 2009, if you are engaged in the sale or distribution of any packaged goods in India, including export goods, food items, and consumer products, you must obtain a Legal Metrology Certificate from the Metrology Department of Consumer Affairs.

Types of Legal Metrology Licence

Manufacturer's Licence

The maker of weights and measures receives a manufacturer licence.

Repairer Licence

Anyone who cleans, lubricates, modifies or paints any weight or measure needs a repairer licence.

Legal Metrology Dealer Licence

According to the 2011 State Legal Metrology Rules, a dealer licence is given to those who trade and market weights and measures in addition to obtaining an importer or producer licence.

Process for LMPC Registration

1. Filling of LMPC Registration Application

The first step is to submit an application form in the format attached to the district nodal official with the necessary supporting documentation. Based on the address of the firm's location, the nodal official will forward the application to the appropriate Legal Metrology Officer.

2. Inspection of Premises

The applicant's planned premises will be inspected by the inspector together with relevant documentation to ascertain the applicant's production competence. The inspector will then create a report, which will be delivered to the controller through divisional assistant controllers for further suggestions.

3. Reviewing of Application

If the LMPC registration application has a significant error, the Local Inspector, Asst. Controller, or Controller may object to the inclusion of that question in the application.

4. Make Payment

The Controller may request that the applicant pay the Licence fee in the relevant accounts after assessing the entire application and finding that it is appropriate for granting an LMPC Certificate Licence.

5. Issuing of LMPC Certificate

After the fee has been deposited and a copy has been received in the Controller's office, the LMPC Certificate will be provided in the format specified.

A regulatory agency, the Department of Legal Metrology is in charge of ensuring consistency and accuracy in all weights and measures equipment used by traders in markets and trading hubs throughout the State. All traders that use weights and measures must therefore possess an LMPC Certificate.

Before manufacturing or importing any weighing and measuring equipment that is regulated by the Legal Metrology Act, 2009 ACT, manufacturers, and importers are obliged to obtain government of India clearance.LMPC certificates do not require model permission for retail trade measurements of textiles or wood, capacity measurements no larger than twenty liters, or length measurements not requiring measuring tapes. These measurements can be taken with equipment like cast iron, brass, bullion, or any beam scale.

An application for a license should be given to the Inspector of Legal Metrology, who will examine the business and then give his suggestion to the Controller of Legal Metrology for consideration before awarding the LMPC Certificate.

The Rules of Legal Metrology Act, 2009 ACT, governs pre-packaged goods and requires them to have an LMPC Certificate, with the exception of pharmaceuticals, fast food products, and packaged goods sold in packaging up to 10g or 10m.

Name and address of the packager, importer, manufacturer, net quantity, details, date, month, and year of the packaged, manufactured, and imported commodities, price, and expiration date are the mandatory declarations that must be made in accordance with all Legal Metrology Laws when used for commercial purposes.
