What is GST?


The GST stands for “Goods & Services Tax”, and is proposed to be a complete indirect tax on the manufacture, sale and use of goods and services at the national level.

  • Its main purpose is to consolidate all indirect taxes into a single tax, excluding customs (excluding SAD) instead of multiple taxes, overcoming the limitations of the existing indirect tax framework, and building efficiency in tax administration.

About Certification Training on GST


On 8 September 2016, the Hon’ble President of India gave his assent to the GST Amendment Bill to the Constitution. As it is proposed that GST be rolled out by 1 April 2017, it is important to plan for the training of trade and other stakeholders. Objective of GST Training


The course aims to offer an idea about the tax on goods and services (GST). The course consists of ten units that cover different aspects of GST. GST is the largest indirect tax reform ever. The course is designed to enable the industry and small dealers to exercise their GST and timely reporting taxes on the benefits of the tax credit mechanism after successful completion of the course.

Eligibility of GST Training


1. Institutes with a reputation for training and reputation that have experience in tax and indirect tax development, will be eligible to apply for this program in order to provide training in GST to business, trade, and other stakeholders.

2. The basic requirements for the selection of ATPs are fair charges and training infrastructure. Training institutes/professional bodies in the public sector or associated industry associations with existing training track records will be given preferences. Interested parties are invited to provide information supporting current training activities, existing facilities, faculty personnel, proposed fee structures, and so forth. The parties must explicitly state their ability to follow the fee ceiling that the government/NACEN prescribes/approves.

Procedure of Selection for GST Training


1. The EOIs shall be reviewed and those evaluated as the appropriate facility and capacity for such training shall be summarized by a Committee formed under NACEN. A presentation and consultation with the Commission may be requested before being chosen by the nominees.


2. The institutions should, upon selection, enter an MOU with NACEN to comply with the program requirements as stipulated and recommended.

  1. AGTs will perform the training – qualified and approved as such by the NACEN – by the Accredited GST Trainer (AGTs). effective completion of a certification test trainer preparation. NACEN will be trained for this reason in the necessary number of faculty of ATPs (as decided mutually).
  2. NACEN would supply the standard GST training module and the training material. In order to provide training and to supply the trainee with course material, ATPs should take necessary measures. Without prior approval of NACEN, no changes should be made to the training module or course material.
  3. The training programs on GST are based as at present on the model GST Act, Laws, Systems, and Procedures. NACEN and ATPs work together to update and improve the modules and course materials for training as they evolve over time.
  4. All display and advertising documents relating to ATP GST training should mention that they are being conducted in partnership with NACEN under the ‘GST Training Accreditation Programme.’
  5. Government/NACEN in consultation with the training institute shall decide beforehand on a fee ceiling that can be charged for the ATPs of trainees per participant. Two wide categories may cover this fee limit:
    (I) Training for participant
    (ii) Service cost, with the option to the participant to chose
    (i) with or without (ii).
    These fees will be set at a reasonable and realistic level to make sure they are more accessible.

  3. It is not possible for NACEN to be liable for any costs, losses, or damages including, without limitation, indirect or subsequent losses or damages, any costs, losses, or damages arising from the conduct of training programs at GST or ATP selections.
  4. During the EOI evaluation, NACEN may, at its discretion, request the parties concerned to be informed of their EOI and the same should be provided by the respondents within the time frame set by NACEN. The lack of a quick and high response to requests for additional information required for EOI testing could lead to rejection.
  5. NACEN reserves the right to reject any EOIs without giving a reason.
  6. Any misrepresentation of truth or misconduct during authorization may result in the removal of ATP or AGT as may be the case.
