Why Is A WPC License Required?

Types of WPC certification/approval:

There are three types of Wireless Planning and Coordination certifications (WPC certifications), and they are as follows:

1. Non-Network Licence :

Non-network service providers, such as cable TV distributors and manufacturers of wireless devices, are granted this license.The WPC will only grant you a non-network license if you are an incorporated company entity with the right personnel for your tools or business. The following three types are available:

• Import Licence- For the export of wireless products to India, an import license is given. This license entitles the holder to market and sells wireless products within Indian Territory.
• Dealer Possession License – The Wireless Product Council (WPC) issues a Dealer Possession Licence to a person or organization that sells and distributes wireless devices.
• A person or organization – that does not deal in wireless devices and does not already have a license from WPC is given a non-Dealer Possession Licence.

2. Network Licence –

An organization that wants to use the nation’s constrained radio frequency capacity to offer communication services, such as mobile networks, cable, and DTH, must get a network license.

• Internet Service Provider Licence (ISP) –Any organization that wants to offer Internet services must obtain an Internet Service Provider Licence (ISP) from the Telecommunication Department (DoT).
• Experimental Licence – Any organization or individual wishing to perform tests or research on wireless devices must first get an experimental license from the WPC Department.

3. Approval of the equipment type & WPC ETA Certificate –

Before importing anything from outside, it is essential to continually question ourselves. What regulations must my product follow? Make that the equipment has a wpc registration & certificate, especially if it is a Bluetooth device or RF ID-based equipment. Let’s now get into more detail about what the WPC ETA Certificate is:

Any wireless device that operates in the delicensed frequency spectrum must first receive Equipment Type Approval (ETA) from WPC before being allowed to enter India. Each product made in India must also have a WPC ETA certificate. These tools include things like Bluetooth gadgets, cell phones, Wi-Fi, RFID, and others.

There is no need for a separate WPC ETA approval for such a final product if the RF module(s) with the ETA is installed in it without modification or alteration and the product is made in India. However, a WPC ETA certificate is necessary for each product before it may be imported if it was made outside of India. ETA must be applied to the RF module if they are unique.
For wireless items that meet the requirements listed below, a WPC ETA certificate may be obtained through self-declaration:

• Product exempt from the DGFT’s EXIM Policy’s import licensing requirements.
• Working a delicensed frequency range.

As an example, consider the following: mobile phones, smartphones, electronic notepads, laptops, smartwatches, SRDs, and their related accessories, such as microphones, headphones, speakers, earphones, printers, scanners, mice, keyboards, TVs, and cameras.
For products that don’t fit into the aforementioned category, such as drones and specialty cameras, a WPC ETA certificate can be requested online through the regular process from the relevant RLOs.

Customs officials will seize your equipment if you attempt to bring radio equipment into India without first receiving approval from WPC. Before they can be imported into India, walkie-talkies, RC cars, unmanned aerial vehicles, RC helicopters, Wi-Fi/Bluetooth devices, ZigBee devices, and other radio gear must have WPC endorsement. • Importer Know Your Customer (KYC) – Documents (GST Certificate, IEC Certificate, PAN Card, and additional Documents based on Company Type, etc.). from the importer.
• Technical documentation – or equipment specifications for the frequency spectrum, power, etc. from the manufacturer.
• Authorization letter – from the manufacturer to the importer as their authorized Indian representative or agent – provided format.
• Application Form – Completed in the Format Provided.
• Radio Frequency Test Report – for Each Model – From Manufacturer (Test Report Should Cover All Requirements As Per Last Page And Notification).

List of Documents to Gather for WPC Import Permission:

• Properly completed application – printout of the import license application submitted online. (We will supply).
• A copy of the applicant’s signed – purchase order for the foreign supplier.
• A copy of the supplier’s – invoice was signed and given to the applicant.
• Literature or equipment specifications – about the frequency range, power, and other factors should be provided and should line up with the decision letter. from the manufacturer.
• Copy of the ETA – for the 2.4GHz/5GHz wireless devices that are being proposed for import.
