Delhi Pollution Control Committee (DPCC license)

DPCC license or Delhi Pollution Control Committee is an autonomous regulatory body that was established by the Delhi Government under the supervision of the Central Pollution Control Board. It was formed on 1st June 1991. All the powers and functions of the Central Pollution Control Board are delegated to the DPCC. The main motto of this organization is to create awareness about sustainable development by ensuring improvement in the "environment quality" of the National capital Region.

  • It certifies the industries falling in different categories such as Orange, Green, and White.
  • DPCC also issues the authorization to industries and health care establishments, falling under Bio-Medical waste Authorization, Hazardous waste Management Authorization, Plastic Waste Management, Battery waste Management, and E-waste Authorization.

DPCC license Categories & Classification

As per the new guidelines, 649 industries in Delhi are classified under different categories in Red, Green, Orange, and White. Under the Air and Water Act, industries coming under the above-mentioned categories need to apply for DPCC consents. That is Consent to Establish (CTE) and Consent to Operate (CTO). Though, the industries falling under the white category needn't apply for both of these consents. Instead, the industries need to intimate DPCC within 30 days from the establishment of business along with an undertaking.

Classification

According to DPCC categorization, there are 4 types of industry types, namely red, orange, green and white.
Red Category 73 Industries
Orange Category 253 Industries
Green category 120 Industries
White Category 203 industries

Why the DPCC certificate/consent is Important?

This certificate is required if the industries wish:
  • To establish any new or to continue existing industries.
  • For establishing new or change Electricity connection.
  • To establish new or change Water connection. a
  • To obtain a license or renewing an old license from the Municipal Authority
  • For ascertaining a License or renew an old one from police/ Eating House License
  • To ascertain the NOC from Central Ground Water Authority (CGWA) and the Fire Department
  • For ascertaining license for International Trade
