About Delhi Pollution Control Committee

Delhi Pollution Control Committee is an autonomous regulatory body that was established on 1st July 1991. A notification was made on 15/03/1991 where all the powers of the Central Pollution Control Board were delegated to DPCC. Powers were delegated on the basis of section 4 (4) of the Water Act and section 6 of the Air Act.

DPCC acts as a regulatory body for the implementation of various Environmental/Pollution Control Laws, which were enacted by the Parliament and notified by the MoEF (Ministry of External Affairs). This organization is headed by a Chairman, DPCC [Secretary (Environment and Forest), Delhi Government].

Main Functions of Delhi Pollution Control Committee

As per the Water, Air and Noise Act, the main functions of the Delhi Pollution Control Committee are as follows:

  1. Granting of certificates to the categories falling under Green and Orange categories and setup in conforming areas.
  2. Providing authorization to the hospitals, Animal clinics, clinics, Blood Banks, etc.
  3. Giving guidance on any matter concerning prevention and control of water and air pollution and improvement of the quality of air.
  4. Organize a comprehensive mass media awareness on the prevention, control, and abatement of water and air pollution through mass media.
  5. It is responsible for collecting, compiling and publishing technical and statistical data relating to water and air pollution and the measures devised for their effective prevention, control, and abatement.
  6. DPCC also prepare manuals, codes, and guidelines relating to treatment and disposal of sewage and trade effluents as well as for stack gas cleaning devices, stacks, and ducts.
  7. It also disperses information in respect of matters relating to water and air pollution and their prevention and control
  8. It lays down standards for the treatment of sewage and trade effluents and emissions from automobiles, industrial plants, and any other polluting source.
  9. DPCC is also responsible for developing reliable and economically viable methods of treatment of sewage, trade effluents, and air pollution control equipment.
  10. Furthermore, it also assesses the quality of ambient water and air, and inspect wastewater treatment installations, air pollution control equipment, industrial plants or manufacturing process to evaluate their performance and to take steps for the prevention, control, and abatement of air and water pollution.

The DPCC has classified 649 industries in Delhi in different categories based on their pollution indexes. The categories are Red, Orange, Green and White.

Except for white categories, every other category is to ascertain a No Objection Certificate from DPCC. This certificate is in the form of Consent To Operate and Consent To Establish. Red category industries are not permitted to operate in the NCR, due to their high polluting nature.

White categories are not to ascertain any of these consents because these industries are practically non-polluting in nature.
